Garth Splinter
Garth L. Splinter, M.D., MBA received BS (Industrial Engineering, 1974) and MD (1984) degrees from Oklahoma University, and an MBA (1976) from Harvard. In 1987, he joined the Family Medicine faculty at the Okla. Univ. Health Sciences Center and served as Special Assistant on Health Care to Governor Walters, Chair of the Commission on Okla. Health Care, and PI for the RWJ Grant of State Initiatives.
In 1994, he became CEO of the Oklahoma Health Care Authority, a new agency that created and manages SoonerCare (Medicaid). In 1999, he re-joined the Department of Family Medicine and from 2003 to 2010 was the Director of the Primary Care Policy Division, directing health policy studies.
Since July 2010, Dr. Splinter has served as the Oklahoma State Medicaid Director at the Oklahoma Health Care Authority, overseeing the activities of over 300 employees, primarily providing managed care insurance functions to over one million SoonerCare enrollees.

For individuals living with complex, often chronic conditions, and their families, palliative care can provide relief from symptoms, improve satisfaction and outcomes, and help address critical mental and spiritual needs during difficult times. Now more than ever, there is growing recognition of the importance of palliative care services for individuals with serious illness, such as advance care planning, pain and symptom management, care coordination, and team-based, multi-disciplinary support. These services can help patients and families cope with the symptoms and stressors of disease, better anticipate and avoid crises, and reduce unnecessary and/or unwanted care. While this model is grounded in evidence that demonstrates improved quality of life, better outcomes, and reduced cost for patients, only a fraction of individuals who could benefit from palliative care receive it.
