Governance — Michigan
Governance of HIE in Michigan will consist primarily of two entities: an HIT Commission (the HIE policy setting entity) that advises the Michigan Department of Community Health and the nonprofit Michigan Health Information Network Shared Services Governance Board (the HIE operational entity).
The HIT Commission is a multi-stakeholder body that was created by the state legislature but whose members are appointed by the governor. It provides an annual report to the state legislature and will be responsible for setting consensus-based goals, objectives, and performance measures to achieve statewide HIE coverage.
MiHIN Shared Services will serve as the State Designated Entity and its Governance Board will primarily be responsible for: 1) the day to day business and technical operations of HIE, 2) coordination with state programs, including public health and Medicaid, 3) building a statewide technical infrastructure for HIE, and 4) implementing sustainable finance structures for HIE. The Michigan HIT Coordinator will be a key liaison and point of coordination between the Michigan HIT Commission and the MiHIN Governance Board.

For individuals living with complex, often chronic conditions, and their families, palliative care can provide relief from symptoms, improve satisfaction and outcomes, and help address critical mental and spiritual needs during difficult times. Now more than ever, there is growing recognition of the importance of palliative care services for individuals with serious illness, such as advance care planning, pain and symptom management, care coordination, and team-based, multi-disciplinary support. These services can help patients and families cope with the symptoms and stressors of disease, better anticipate and avoid crises, and reduce unnecessary and/or unwanted care. While this model is grounded in evidence that demonstrates improved quality of life, better outcomes, and reduced cost for patients, only a fraction of individuals who could benefit from palliative care receive it.
