Karen Llanos
Ms. LLanos leads quality initiatives related to health care delivery, performance measurement, and payment. These initiatives include the CHIPRA Quality Demonstration Grants, the AHRQ-CMS Pediatric Quality Measures Program, the Medicaid Adult Quality Grant Program, and the Technical Assistance and Analytic Support Program for states reporting children and adult health care quality measures.
Prior to joining CMS, Ms. LLanos was a health policy consultant to the New Jersey Division of Medical Assistance and Health Services and worked closely with State officials to improve the quality and effectiveness of its care management program. Ms. LLanos also served as a senior program officer at the Center for Health Care Strategies where she provided technical assistance to Medicaid agencies interested in infusing quality into their health care delivery systems through performance measurement, monitoring processes, and contracting standards.

For individuals living with complex, often chronic conditions, and their families, palliative care can provide relief from symptoms, improve satisfaction and outcomes, and help address critical mental and spiritual needs during difficult times. Now more than ever, there is growing recognition of the importance of palliative care services for individuals with serious illness, such as advance care planning, pain and symptom management, care coordination, and team-based, multi-disciplinary support. These services can help patients and families cope with the symptoms and stressors of disease, better anticipate and avoid crises, and reduce unnecessary and/or unwanted care. While this model is grounded in evidence that demonstrates improved quality of life, better outcomes, and reduced cost for patients, only a fraction of individuals who could benefit from palliative care receive it.
