Linda J. Sheppard
Linda J. Sheppard is Special Counsel and Director of Health Policy for the Kansas Insurance Department and also serves as Project Manager for the Department’s implementation of the insurance provisions of PPACA since 2010 Prior to rejoining the Insurance Department in April 2008, Ms. Sheppard was Deputy Attorney General for the Consumer Protection/Antitrust Division of the Office of the Kansas Attorney General. She also previously served as Assistant General Counsel for the Kansas Insurance Department and prior to joining the Department was in private practice with the law firm of Shughart Thomson & Kilroy (now merged into Polsinelli Shughart) in Kansas City, Missouri, specializing in employment discrimination, labor, and construction law. Ms. Sheppard received her Bachelor of Science in Business Administration and her Juris Doctorate from the University of Kansas. She is admitted to practice in the states of Missouri and Kansas. Ms. Sheppard’s employment experience prior to attending law school included positions in corporate management, human resources, employee benefits, and risk management.

For individuals living with complex, often chronic conditions, and their families, palliative care can provide relief from symptoms, improve satisfaction and outcomes, and help address critical mental and spiritual needs during difficult times. Now more than ever, there is growing recognition of the importance of palliative care services for individuals with serious illness, such as advance care planning, pain and symptom management, care coordination, and team-based, multi-disciplinary support. These services can help patients and families cope with the symptoms and stressors of disease, better anticipate and avoid crises, and reduce unnecessary and/or unwanted care. While this model is grounded in evidence that demonstrates improved quality of life, better outcomes, and reduced cost for patients, only a fraction of individuals who could benefit from palliative care receive it.
