This webinar, moderated NASHP Executive Director Alan Weil, explored state delivery reform efforts and how states might use the State Innovation Models initiative as a strategy to advance their efforts. On July 19, 2012, Centers for Medicare & Medicaid Services (CMS) announced the State Innovation Models initiative that will provide $275 million to fund innovative payment and service delivery transformation initiatives. Jeanene Smith of Oregon and Bill Golden of Arkansas discussed reform initiatives underway in their states, how their states achieved their success, and how other states could leverage this opportunity to advance their health reform goals.
Speakers included:
- Anthony Rodgers, Deputy Administrator and Director, Center for Strategic Planning and State Innovation Initiatives, Centers for Medicare & Medicaid Services
- Jeanene Smith, Administrator, Office of Oregon Health Policy and Research
- Bill Golden, Medical Director, Division of Medical Services, Arkansas Department of Human Services

For individuals living with complex, often chronic conditions, and their families, palliative care can provide relief from symptoms, improve satisfaction and outcomes, and help address critical mental and spiritual needs during difficult times. Now more than ever, there is growing recognition of the importance of palliative care services for individuals with serious illness, such as advance care planning, pain and symptom management, care coordination, and team-based, multi-disciplinary support. These services can help patients and families cope with the symptoms and stressors of disease, better anticipate and avoid crises, and reduce unnecessary and/or unwanted care. While this model is grounded in evidence that demonstrates improved quality of life, better outcomes, and reduced cost for patients, only a fraction of individuals who could benefit from palliative care receive it.
