A State Policymaker’s Guide to Non-Profit Hospital and Health Plan Conversion
Conversions of non-profit hospitals and Blue Cross/ Blue Shield plans are gaining public attention because most of these institutions have traditionally served various community needs, been locally controlled, and been supported by tax subsidies and, often, local donations. Conversion issues affect every state, because every Blue Cross and Blue Shield plan is likely at least to consider changing to a mutual or for-profit company. And while hospital mergers and joint ventures with for-profit plans have been concentrated in a few regions, it is likely that these transactions will become more common in many states. This guide is designed for state policy makers in both states with current conversion activity seeking to assure fair and open transactions and those with little conversion experience who still have time to examine policy issues free from the contentiousness and pressures presented by an on-going conversion.

For individuals living with complex, often chronic conditions, and their families, palliative care can provide relief from symptoms, improve satisfaction and outcomes, and help address critical mental and spiritual needs during difficult times. Now more than ever, there is growing recognition of the importance of palliative care services for individuals with serious illness, such as advance care planning, pain and symptom management, care coordination, and team-based, multi-disciplinary support. These services can help patients and families cope with the symptoms and stressors of disease, better anticipate and avoid crises, and reduce unnecessary and/or unwanted care. While this model is grounded in evidence that demonstrates improved quality of life, better outcomes, and reduced cost for patients, only a fraction of individuals who could benefit from palliative care receive it.
