About Jill Rosenthal
Jill Rosenthal was a Senior Program Director at the National Academy for State Health Policy (NASHP), where she lead NASHP’s population health portfolio. She directed projects that focus on state approaches to health system performance issues, particularly related to integration of population health and delivery reform, health equity and social determinants of health, quality improvement, care coordination, and early childhood development issues for Medicaid eligible families. Ms. Rosenthal conducted research and policy analyses and provides technical assistance to states, most recently on identifying financial models to support population health improvement, building communities of practice, documenting best practices, and providing consultation as states develop models for nationwide spread. Ms. Rosenthal has a background in public health and health planning with a focus on health policy development and health promotion. She is a graduate of Colgate University, and holds an MPH from the University of North Carolina.

For individuals living with complex, often chronic conditions, and their families, palliative care can provide relief from symptoms, improve satisfaction and outcomes, and help address critical mental and spiritual needs during difficult times. Now more than ever, there is growing recognition of the importance of palliative care services for individuals with serious illness, such as advance care planning, pain and symptom management, care coordination, and team-based, multi-disciplinary support. These services can help patients and families cope with the symptoms and stressors of disease, better anticipate and avoid crises, and reduce unnecessary and/or unwanted care. While this model is grounded in evidence that demonstrates improved quality of life, better outcomes, and reduced cost for patients, only a fraction of individuals who could benefit from palliative care receive it.
