Blog: Supporting Family and Older Relative Caregivers: The Family Caregiving Advisory Council Marks One Year of Progress, September 2020 On Sept. 2, 2020, the US Administration for Community Living (ACL) published this blog describing the first year of activities of the Recognize, Assist, Include, Support, and Engage (RAISE) Act Family Caregiving Advisory Council. In its first year, the council held five public meetings, conducted a federal inventory of current programs and initiatives that could support family caregivers, identified opportunities to collaborate further and streamline efforts, and sought and documented input from caregivers, stakeholders, and others as part of the council’s work of writing a report to Congress and developing a National Caregiving Strategy. August 2020 Meeting: The Family Caregiving Advisory Council met for the fifth time in mid-August to hear expert presentations on the parallels between recommendations issued by the National Alzheimer’s Project Act (NAPA) Advisory Council and the council’s own work to make recommendations to Congress to better support family caregivers. The council is established by the Recognize, Assist, Include, Support, and Engage (RAISE) Family Caregivers Act. July 2020 Meeting: The Administration for Community Living (ACL) convened the Family Caregiving Advisory Council, established by the Recognize, Assist, Include, Support, and Engage (RAISE) Family Caregivers Act, for its fourth council meeting. June 2020: Center for Medicare Advocacy Publishes Report, Medicare and Family Caregivers
The Center for Medicare Advocacy has written an issue brief, Medicare and Family Caregivers, as part of collaborative work to advance the RAISE Family Caregivers Act, Public Law 115-119. The RAISE Act directs the Department of Health and Human Services to develop and maintain a national family caregiver strategy that identifies actions and support for family caregivers in the United States. The center’s report explores the role Medicare does, and could, play in supporting older and disabled beneficiaries and their caregivers. The brief was written with support from The John A. May 2020 Meeting: The Administration for Community Living (ACL) held its third meeting of the Family Caregiving Advisory Council, established by the Recognize, Assist, Include, Support, and Engage (RAISE) Family Caregivers Act. Inventory of Key Family Caregiving Recommendations, April 2020. To assist the RAISE Act Family Caregiving Advisory Council make its recommendations, NASHP collected and analyzed about 800 recommendations from 27 key family caregiving reports written in the past decade. NASHP synthesized and inventoried the recommendations in this resource, with support from The John A. Hartford Foundation and in collaboration with the US Administration for Community Living. NASHP Awards RAISE Listening Session Contract, March 2020: NASHP, with support from The John A. Hartford Foundation, has awarded a contract to conduct caregiving listening sessions to Community Catalyst, in conjunction with LeadingAge LTSS Center @ UMass Boston and ET Consulting, LLC. The partners will analyze public input on family caregiving needs and conduct listening sessions for the Recognize, Assist, Include, Support, and Engage (RAISE) Family Caregiving Advisory Council. The Family Caregiving Advisory Council
The impact of the nation’s aging population on state budgets and policies cannot be addressed without understanding the needs of family caregivers. Under the RAISE Act, the Secretary of the Department of Health and Human Services must develop a national Family Caregiving Strategy that recommends actions that different stakeholders can take to support family caregivers and meets their diverse needs. The RAISE Act also requires the secretary to convene a Family Caregiving Advisory Council to help inform and shape the strategy by providing recommendations to the secretary.
The council is charged with preparing a report for the secretary that includes effective models of family caregiving and support to family caregivers, as well as opportunities to improve coordination across federal government programs. The secretary will incorporate the council’s report in the strategy, in addition to identifying best practices and other information to support family caregivers. The RAISE Act requires the council to be made up of to 15 voting members who reflect the diversity of family caregivers and care recipients, as well as non-voting representatives from federal departments and agencies who play a role in this issue.

State Resources
State Policy Innovations to Support Family Caregivers: States are developing new initiatives to support family caregivers, who provide nearly $470 billion in unpaid health care support and services each year to relatives, friends, and neighbors. Passage of the federal Recognize, Assist, Include, Support, and Engage Family Caregivers (RAISE) Act underscores the urgent attention this issue requires. This blog, State Policy Innovations to Support Family Caregivers, written with support from The John A. Hartford Foundation, explores Hawaii, Washington, and Minnesota’s innovative efforts to assist family caregivers.

For individuals living with complex, often chronic conditions, and their families, palliative care can provide relief from symptoms, improve satisfaction and outcomes, and help address critical mental and spiritual needs during difficult times. Now more than ever, there is growing recognition of the importance of palliative care services for individuals with serious illness, such as advance care planning, pain and symptom management, care coordination, and team-based, multi-disciplinary support. These services can help patients and families cope with the symptoms and stressors of disease, better anticipate and avoid crises, and reduce unnecessary and/or unwanted care. While this model is grounded in evidence that demonstrates improved quality of life, better outcomes, and reduced cost for patients, only a fraction of individuals who could benefit from palliative care receive it.
